2010 - Harrison County Commission Letter of Concerns - Governmental Oversight

 

February 21, 2010 Commission Continuance:

"The storm drainage retention pond, below, was finished in 2006. "It was built utilizing the state, (federal), funds that built Platinum Drive. The retention pond is an important flood control feature of the area now".

"If damaged tree removal caused this much confusion we need to establish who is responsible for maintaining this pond, water ways, sediment removal etc. Does this retention pond fall under any Governmental Oversight?" Keep in mind that in 2003 the developer would not, did not, or did not know who to have service a common ditch line, which was extremely minor in comparison". An example of current Managed Oversight and Responsibility is provided via an Analogues Tree Removal.

 

 
Blacktopping Concern

 
"Before the eventual blacktopping of the plateau. Independent drainage studies done...The eventual blacktopping of this plateau area would direct too much quick running drainage into this retention pond: (The Corpening Drive Retention Pond)

I believe you will find that drainage water from the above plateau area needs to be directed to the much larger dry pond at the bottom of Platinum Drive where it meets US Route 58.

Both ponds, (The Corpening Drive Storm Drainage Retention Pond and The Platinum Drive RT. 58 Retention Pond), were built for drainage control. 

Some type of miscalculation occurred as the much larger, (Platinum Drive RT. 58 Retention Pond), is basically dry in the wettest weather".

 The RT. 58 Retention Pond has a much larger size, as illustrated by a red triangle, (top). The Corpening Drive Retention Pond, smaller red rectangle, (bottom right), is much smaller.

July 9, 2011: Various man-made changes/additions are evident.

One area of the plateau was blacktopped, far left.

Functional deterioration of said Corpening Drive Retention pond and it's upper support slope are readily evident.

 

 

The Open And Notorious Concerns Were Not Addressed In Any Fashion.
