Eighteen months had passed since the general developmental drainage concerns were presented to the Harrison County Commission. The Open And Notorious Concerns Were Not Addressed In Any Regard.

 A local businessman contacted me who was upset about the failing storm retention pond's recently released drainage and sediment. A condition that was affecting his access and property. (Pictured below).

A few weeks later  Delegate Manchin's Request and Mr. Kennedy's view's were published. These two articles and the complaint of this lower businessman, coupled with our own concerns, led my public notice via the Public Domain to local and state authorities on July 28, 2011.

 

 
Expeditious Realizations

Ten days after the above mentioned July 28, 2011 notifications and 18 months after my private written and oral notices a rainstorm occurs where the retention pond failed.

Review

The open and notorious concerns of February 2, 2010 that were presented to authorities in letter and at a subsequent County Commission Meeting became a reality.

On August 8, 2011 the pond which was supposedly built two and one half times the size needed in regards to the often used "legalized" term of a 100 year storm failed. (Analogous to an 8 ounce cup that had 5 ounces of sediment in it, before 6 ounces of water was poured into it).

Thus, the referenced Storm Drainage Retention Pond did not manage the storm drainage from the above commercial property areas that fed into it.

History Repeating Itself

This situation was what our family and others dealt with before in regard to the support slope the developer had built earlier that encroached on the Western Front Of Our Property.

It being thought our well in construction, oversight and maintenance as the large slope area that was encroached on the Southern Front of our property, (pictured below).

 

Both support slopes were functional props to inject "time" in between cause and effect. This important Tax Payer Funded Storm Drainage Retention System's diminishing capacity will have progressively worse impacts on older sections of the city of Bridgeport West Virginia.
